Project Light as a 501(3)(c) non-profit organization is governed by a Board of Directors. The Board offers direction to the center, making decisions that pertain to its operation of the center, and continuance. The board members are voted in at the Annual Meeting held each January. A board member's term is for three years.

The operation of the center is reviewed annually at the Annual Members Meeting in the form of an annual report. There will be cumulative evaluation by the Board of Directors as the project progresses.

Quantitative evaluation of success is in the form of the number of students entering the program, and the success rate of the individual students. The Staff is quite happy when one of the students passes the citizenship test, or when one obtains a better job because they have learned some English.
